The Last Time of Jumma Namaz
It is better to pray Jumu'ah with those who offer the prayer at the beginning of its time because that is following the Sunnah of the Messenger (peace and blessings of Allaah be upon him). It was narrated that Salamah ibn al-Akwa' (may Allaah be pleased with him) said: We used to pray Jumu'ah with the Messenger of Allaah (S) when the sun passed its zenith. Narrated by al-Bukhaari (4168) and Muslim (860).

Jumma Namaz Ki Niyat
One's niyyah or intention is considered to be the utmost importance among the requirements of an act of ritual prayer performed. There is a debate as to the necessity of an audible utterance of Niyyah. Most of the scholars agree, however, that as Niyyah is spoken within the heart, it does not have to be spoked. Also, there is no evidence that the Islamic prophet Muhammad or any of his companions ever uttered a niyyah loudly before performing the prayer. A Muslim must have Niyyah before commencing salat, and to start the Hajj (pilgrimage to Mecca).
