The making of Unicorn Overlord began back in 2014 when Takafumi Noma, a member of the Vanillaware team, came up with the concept. This was around ten years before the game hit the shelves. George Kamitani, the big boss at Vanillaware, approached Noma after they finished up Dragon's Crown in 2013. He asked Noma to create a new fantasy game, and Noma jumped at the chance.

Another person named Wataru Nakanishi helped out with the game's design, and Akiyasu Yamamoto from Atlus was the producer.

They were working on things like bringing older games to new consoles and also on a game called 13 Sentinels: Aegis Rim. Noma even had to pitch in with the programming for 13 Sentinels.
